The spirit of mercy is expressed through the core values - 

te tapu o te tangata respect for human dignity,

aroha compassion,

aroha ki te rawa kore concern for the poor and vulnerable,

tika justice,

manaakitanga hospitality, 

mana whakahaere mutual empowerment.
